Introductory remarks by Shri Lov Verma, Secretary (NACO) as Chair of PCB Bureau  at the meeting of UBRAF of UNAIDS on 4 March 2013

    1. It is a privilege for India to be present here as Chair of the UNAIDS Programme Coordinating Board.

    1. At the outset, I would like to welcome you all and thank the UNAIDS Secretariat for organizing this meeting. On last Friday, 1st March, we have concluded the PCB Bureau meeting and had a fruitful outcome. I take this opportunity to commend UNAIDS for their unstinting support to all stakeholders in developing its budget for the biennium 2014-15. I would like to recall that this tradition was started when the 4 year framework of the UBRAF was put together.

    1. 2013 is the first year of reporting on the UBRAF. These are exiting times for the Board as we have requested to have clear reporting from countries and this is what the new Performance Monitoring Report will provide.

    1. This is also an opportunity for all of us to actively engage in the discussion of the UBRAF and provide input to the Joint Programme before the budget is presented to the Board. I would like to encourage you all to have an interactive discussion. This will guide the UNAIDS family in the development of this implementing instrument that will take the UN’s response to HIV forward to 2015.
