General Comments by India on Consideration of the Resolution on “The Right to Development” at the 49th Session of the Human Rights Council (28 February, 2022 – 1 April. 2022), delivered by Mr. Senthil Kumar, First Secretary, Permanent Mission of India, (Geneva, 31 March 2022)

Mr. President,

The Right to Development has been recognised as a distinct, universal, inalienable and fundamental human right that is applicable to all people in all countries, essential to realise the goal of inclusive and sustainable development as enshrined in 2030 Agenda.

  1. 2.Right to Development has, unfortunately, remained a much-neglected aspect of the global quest for promotion and protection of human rights. Hence, we should use the occasion of the thirty-fifth anniversary of the Declaration on the Right to Development towards mainstreaming the right to development in the policies and operational activities of the UN and its various agencies, funds and programmes.
  1. 3.India believes that without sustainable and inclusive development, the enjoyment of human rights by people will remains incomplete. India is therefore committed to not only achieving sustainable and inclusive development of India but also assisting other countries in realising the Agenda 2030.

Mr. President,

  1. 4. We welcome the draft resolution under consideration to commemorate the thirty-fifth anniversary of the UN Declaration on the Right to Development through convening of a full-da high level meeting to promote and protect the realization of RTD.
  1. 5. India always favours a global discourse on human rights, based on inclusive and constructive approach. In this spirit, India would continue to engage in dialogue and cooperation so as to realize full of implementation of the Right to Development for all.
